Promoting PPPs for Infrastructure Services in Francophone Africa through Capacity Building Activities

PPIAF in collaboration with the World Bank and the Agence Française de Développement  (AFD) organized a knowledge exchange platform for members of the West African Economic and Monetary Union  (UEMOA). The event took place in Lome, Togo from September 3 to 7, 2013. Representatives from Benin, Burkina Faso, Cote d’Ivoire, Mali, Niger, Senegal and Togo participated in the event. PPIAF in collaboration with the World Bank and the Agence Française de Développement  (AFD) organized a knowledge exchange platform for members of the West African Economic and Monetary Union  (UEMOA). The event took place in Lome, Togo from September 3 to 7, 2013. Representatives from Benin, Burkina Faso, Cote d’Ivoire, Mali, Niger, Senegal and Togo participated in the event. Participants came from the PPPs units and Committees in charge of PPPs in their respective countries. The event provided a platform for participants to learn from each other good practices and emerging lessons in the design and implementation of PPPs in the region. The event was designed to:

• Increase the awareness and commitment of key stakeholders on PPPs
• Build the capacity of public sector officials involved in the development of PPP programs
• Foster regional and sub-regional collaboration and knowledge sharing in the area of PPPs
• Promote new initiatives in PPP capacity-building and enabling environment for more effective project implementation in the region;
• Provide a platform through which the public and private sectors can share expertise and network 
• Exchange ideas, as well as explore new investment opportunities in the PPP arena;
• Build regional action plans dedicated to PPP legal and institutional framework development and project preparation that can be built into subsequent activities   under the World Bank/AFD/PPIAF initiative (i.e. Le Feuille de Route project).

A PPIAF staff member was present at the event and made a presentation on how PPIAF could support the efforts of the participants to help them improve delivery of infrastructure services in their respective countries. The head of the PPP unit of Senegal gave a testimonial on how PPIAF support was instrumental to the success of the PPP workshop  which took place in April. Selected PPIAF publications and toolkits in French and English were disseminated to participants at the workshop.
 
The workshop also provided a forum for the participants to set action plans to support UEMOA institutions in the implementation of their PPP missions through a regional legal and institutional framework and establishing and operationalizing the PPP unit of BOAD. A follow up meeting is being organized in during the annual meeting with UEMOA and Economic Community of Central African States (CEMAC) representatives where the action plans will be discussed and presented for endorsement by the members.
