Component B provides assistance to the Development Bank of Zambia (development finance institution) to prepare it to access the local debt capital market to mobilize resources and to begin to develop a lending program for sub-national entities. To help these initiatives take root, the program includes support to a small activity to replicate local best practice in a second utility, and included support to design a WSS training delivery model under the national capacity building and training program
