ZAMBIA: Development of PSP Options for Road Infrastructure

The objective is to guide the government of Zambia through a phased approach of prioritization of road corridors suitable (1) to be implemented through PPP and (2) with a focus on climate resilience. Systemic prioritization is expected to (a) inform stakeholders about the different forms of private participation (PPPs, OPRCs, etc.) that could be used in support of asset management for Zambia’s road sector (b) to harness private capital and expertise to create value for money and, (c) to develop a sustainable, replicable and scalable public private engagement program for the road sector. The phased approach is expected to replace ad-hoc selection of projects which is a practice in Zambia today.
