WEST BANK & GAZA: Non-Revenue Water (NRW) Performance-Based Contract
The overarching goal of the PBC for NRW Program was to catalyze increasingly better practices in the marketplace on PBCs for NRW Management. The objective of this Country Support for NRW PBC in West Bank and Gaza was to improve the capacity of the municipal water department of Hebron to manage their non-revenue water, implement a pilot performance-based contract for NRW management (if found feasible). This activity should lead the Palestinian water sector institutions to learn about PPPs and then roll it out, and therefore can play out in the overall water sector reform program. Furthermore, it will strengthen the capacity of PWA to lead private sector participation in Water Sector. After initial assessment in Hebron it was found that it would be operationally challenging to introduce a PBC here, so the work was expanded in 5 more towns: Jenin, Salfeet, Tulkarm, Qalqila, and Jenin. The initial assessments were completed and found Tulkarm, Salfeet, Jenin and Qalqila had potential for a PBC. Additional, comprehensive trainings were conducted in the municipalities both for the utilities and the private sector operators.
