VIETNAM: Strengthening the PPP Legal and Regulatory Framework - Phase 2

Following the signing of a PPP law in June 2020, this activity provided follow-on support to the Government of Vietnam to formulate an implementation decree that provides detailed guidance on the investment and scale of PPP projects. The decree, which reflects international best practices, was approved by the government on 29 March 2021 and is now in effect. It provides new guidance for government contracting agencies and project investors, such as the required minimum total capital for each of PPP-eligible sectors, the list of standard project documents, and project bidding and appraisal methodology.
