VIETNAM: Equitization and Divestiture Strategy for EVN's Generation Companies

The activity supported the implementation of measures to complete the unbundling and restructuring of the Electricity Vietnam (EVN)’s Generation companies (Geocos) and prepared a plan for their divestiture in order to facilitate development of a competitive generation market, and to attract private investment into generation. The following outputs have been delivered: Roadmaps for transforming the Gencos into technically, operationally and financially sustainable companies and preparing the Gencos for divesture and; a strategy for divestiture and for mobilizing funding into greenfield investments. The final reports developed two specific recommendations for the transformation and equitization of EVN’s existing generation plants and for financing new plant requirements. The proposed options are under consultation for implementation within the Government of Vietnam. The next steps will be determined after the consultation.
