VIETNAM: Credit Rating Preparation for Hanoi Power Corporation

This activity complemented the earlier PPIAF-funded credit rating of EVN’s National Power transmission company (NPT). The objective was to provide the EVN’s Hanoi Power Distribution Corporation (Hanoi PC) with preparatory support to obtain an official credit rating. Work included comparing the level of preparedness of all five EVN’s PCs, an early stage shadow credit rating assessment and preparatory work for credit execution. The rating agency (Fitch) was subsequently engaged to provide a formal credit rating endorsement of EVN PC. While enabling PC to raise nongovernment guaranteed financing, such credit rating exercise is a unique capacity building opportunity for all EVN subsidiaries in the context of the evolving power market in Vietnam.
