TANZANIA: PSP Options Analysis for Urban Water Sector Reform

PPIAF supported the Ministry of Water and Irrigation (MoWI) in examining Public Private Partnership (PPP) options for improving provision of water supply and sanitation services for the larger urban areas, as well as looking at the potential projects that have already been the subject of studies in Tanzania.  Through continued stakeholder engagement and detailed review of a 37 project pipeline, the support facilitated identification of four projects that could be implemented as PPPs.

The four selected projects were:

 Project 1: Dodoma Improved Sanitation Demonstration Project – Chang'ombe District
 Project 2: Dodoma Sewerage Ponds and Interceptor
 Project 3: Increase of Bulk Water Supply to Mbeya City
 Project 4: Dodoma Improved Sanitation Demonstration Project—Swaswa District

Each of the four projects was evaluated, based on the information provided by MoWI and also based on information gathered by the consultant (Planet Partnerships in site interviews.)  A financial model was prepared for each project using updated costs from the MoWI-provided reports and designs.
