SIERRA LEONE: Enhancing efficiency and private sector participation in Sierra Leone Road Transport Corporation (SLRTC)

In 2018, PPIAF approved a grant to support the Government of Sierra Leone in evaluating options for a comprehensive restructuring of the government-owned bus company, Sierra Leone Road Transport Corporation (SLRTC), with the objective of improving the efficiency of the bus company and seeking private participation in the management and operation of bus services. The activity provided an in-depth assessment of the institutional reforms needed to transform SLRTC into a Transport Regulatory Authority. Second, it also helped develop the operator consolidation and franchising arrangements to change the fragmented operation into a more efficient operation. Finally, the report presented a proposed business, operational and financial model, and bus renewal schemes to operate buses in the selected corridors. The design of the Sierra Leone Integrated and Resilient Urban Mobility Project (IRUMP) took into consideration gender aspects in order to develop safe public transportation and increase ridership.
