SERBIA: Support the Government of Serbia to Improve the Regulatory and Institutional Framework for Small-Scale Energy users

To increase the uptake of energy efficiency, sustainable heating, and rooftop solar PV by households in participating local self-government units in Serbia, PPIAF provided technical assistance to support the World Bank's Residential Clean Energy program. The activity strengthened the regulatory framework to catalyze household and SME investments in sustainable energy. The improved prosumer framework has already stimulated SME, entrepreneur, and household investments in distributed renewable generation. This has led to benefits including reduced transmission losses, direct private investment, and greater local employment. As of January 2023, 734 new prosumer electricity consumers were approved. New rooftop solar capacity from households and SMEs reached nearly 3.8 megawatts by September 2022, with expectations of further growth. Through regulatory improvements and stakeholder engagement, the PPIAF-supported activity enabled conditions for Serbian households and SMEs to invest in small-scale renewables and become prosumers, advancing national clean energy goals while catalyzing private sector participation and investment.
