RWANDA: Optimization of the KTRN national fiber backbone and 4G network

Under a joint venture between the Government of Rwanda and Korea Telecom, Rwanda has achieved 4G network coverage for 97% of the population – an important step toward ensuring universal access to the internet and a first of its kind achievement in Africa. However, now that network buildout is substantially complete, there is a need to focus on ensuring strong uptake of services on the network, which is currently underutilized. PPIAF provided support that enabled the Government of Rwanda to analyze and address key barriers to network utilization and to increase private sector investment and affordability of ICT services more broadly. Specifically, the support included (i) an analysis of the pricing structure/strategy for wholesale services on the network; and (ii) an analysis of business models and potential restructuring options to be considered during the upcoming 5-year contract review period for the KTRN PPP.
