PERU: Lima PPP metro network and institutional arrangements

In December 2018, a new urban transport authority (named ATU) was created as a specialized organism, technically and administratively autonomous, under the MTC. ATU will be responsible for organizing, implementing, and managing the transport system of the Lima-Callao conurbation. Among the different challenges, ATU's institutional structure absorbs and coordinates urban transport functions currently held by partner government agencies and implement projects, such as Metro Lines 3 and 4 and the BRT Extension.  

The World Bank and PPIAF are supporting the organizational framework for ATU, which is key to establishing the necessary institutional adjustments that will allow them to address complex projects. This technical assistance provided a series of recommendations and designed a program to strengthen ATU's capability to plan, design, and evaluate different mass transit options for the metropolitan region. 

The study provided recommendations on two main areas:

  • How to undertake and where to locate the teams that the ATU should have to carry out Private Investment Promotion processes;
  • How to establish the ATU's relations with the most relevant external entities: OSITRAN and Provincial Municipalities. 

The results were presented at a workshop in which ATU's Management agreed with the recommendations and committed to progressively adjusting the organizational structure to meet the various challenges that lie ahead. The government is reviewing the regulations (ROF and INPUTS) for adoption.
