PANAMA: Support to the establishment of the PPP Unit in Panama

PPIAF supported the establishment, structure and governance of the National Secretariat of PPPs (SNAPP), and advised on the drafting of the PPP law related regulation.

Technical assistance and capacity building extended beyond SNAPP and included Ministry of Public Works and Ministry of Economy and Finance. A clear roadmap was given to the government that included a breakdown of the PPP Processes and cycle as well as the different roles that individual staff would perform through the PPP implementation.

Advice and recommendations given by the task team resulted in PPP regulation (article 2 of Law 93) to be approved on December 31st, 2020. The regulation gives legislative force to the guidelines produced and being implemented by SNAPP at the moment as they prepare their first ever PPP pilot, a Performance Based Contract of the Panamerican East highway, a backbone of trade and mobility in the country.
