NIGER: Support to Urban sludge management (USM) in Niamey
This activity aimed doe the City of Niamey to adopt the most cost effective business and management model for managing septage, and for the various stakeholders (City as granting authority, bidders, pit emptiers, City as regulator and consumers) to implement the agreed PPP strategy.
This assignment included the following Components:
Component 1: Updating the business model and review proposed PPP options for sludge collection and treatment
(this will include post wiliness to pay survey after the completion of the WB project)
Component 2: Support for strengthening city of Niamey as granting authority and as regulator for sludge management
Component 3: Support to local private sector to participate in the sludge management business and to provide services according to the improved regulatory and management framework
Component 4: Public relations and communications program to consumers and stakeholders to support the strategy
