MALI: Revitalizing the Energy Sector Through Enhanced Private Sector Participation

In 2018, the Malian government requested PPIAF assistance to prepare the country’s electricity sector for private sector participation. The activity helped develop the following series of deliverables including:

  • Diagnostic of the electricity sector;
  • Evaluation of the implementation of the 2014-2020 management improvement plan,
  • Update of the 2014 management improvement plan,
  • Recommendations for the implementation of the updated management improvement plan,
  • Update of the sector financial model,
  • Adjustments prior to private sector participation,
  • Options assessment for PSP and recommendation on the best-suited option,
  • Recommendations on the effective implementation of the preferred PSP option in the new company.

Giving the challenges and current context, a phased approach for a more PSP has been proposed as follows: a first phase, in the short term (at least 3 years) that will focus on restoring the stability of the sector and strengthening the capacities of its actors through a service contract for a capacity building program including training and support and performance objectives for the private provider; and a second phase, in the medium and long terms, of more complex reform of the sector and sectoral unbundling, and of the progressive introduction of the participation of the private sector.
