KOSOVO: Facilitation of Efficient Infrastructure Sharing
Facilitating the operationalization of sharing infrastructure for fiber optics on a commercial basis by addressing gaps in the enabling environment. PPIAF is supporting the Government of Kosovo with the implementation of its infrastructure sharing agenda by addressing specific gaps in the enabling environment. Kosovo is one of the poorest countries in the Eastern Europe and Central Asia region, and more than half the population resides in rural areas where Internet access is limited and service prices are high. While there is broad support for infrastructure sharing and the commercialization of excess fiber capacity in Kosovo, state-owned utilities have struggled to operationalize infrastructure sharing. The absence of an operational framework, lack of awareness among private telecom companies, and lack of capacity among national utilities, policymakers and regulators were identified as key obstacles to the implementation of shared infrastructure projects.
