JORDAN: Supporting the Development of Jordan’s PPP Program: Phase II

In the last decade, Jordan has seen rapid population growth resulting from regional conflict and an influx of millions of refugees. At the same time, the government has been facing fiscal constraints that have hampered efforts to maintain or expand existing infrastructure. As a result, Jordan’s road infrastructure network deteriorated markedly since 2009. PPPs in the road sector, however, provide a potential tool that could allow the government to maintain existing infrastructure and attract new investments. With support from PPIAF, the government enacted the PPP law, PPP regulations, established a PPP unit, and incorporated infrastructure development (including PPPs) into its National Vision 2025. PPIAF also supported a study exploring the potential expansion of private investment in Jordan’s roads sector. It assessed the sector’s revenue generation potential and structuring and financing options for a PPP program. PPIAF also provided a grant to update the traffic counts, traffic forecasts, land requirements, and land acquisition costs.
