JORDAN: Private Sector Participation in Jordan’s Road Sector - Support for Amman Ring Road Development Corridor Phase 2 in the context of Jordan Roads InfraSAP

The proposed activity supported the work on the Amman Development Corridor Phase II  (Amman Ring Road) as a critical project for the economic and social development of the Amman region, improving connections between northern and south-eastern areas of the city, providing alternative routes for through-traffic (avoiding inner Amman roads), enhancing mobility and accessibility to employment, contributing to reducing traffic congestion in the main traffic arteries of the city, and unlocking land and creating jobs around the corridor.

The deliverables included critical inputs towards the investment decision for the project to be considered in the PIM framework, those include:
- traffic surveys: traffic counts were undertaken on existing highways that are anticipated would be captured by the new corridor, including on the Amman Development Corridor Phase 1.
 
- willingness to pay surveys: willingness-to-pay surveys to gauge drivers’ appetite to pay a certain fare for specific road features/ conditions and journey times for each of the defined user groups that were designated and analyzed through this intervention

- updated traffic projections: on the basis of the new traffic surveys data, models were developed to project future traffic on Amman Development Corridor Phase 2.

- assessment of land expropriation costs: undertook a land survey to evaluate the land expropriation costs of the required land for the construction of Amman Development Corridor Phase 2 between Airport Road in the south and the Jerash highway in the north.

These inputs led the government to continue analysis on the ADC II and further the process of integrating to their Public Investment Framework.
