INDONESIA: Support to Indonesia’s National Land Agency to Improve Land and Property Valuation Systems for Domestic Resource Mobilization for Infrastructure Investment

This technical assistance for Indonesia will foster the mobilization of domestic resources for investment in infrastructure through the following tasks: (i) support the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in the conceptualization and demonstration of its mass land and property valuation system, including land value zoning and parcel-based land and property valuation; (ii) co-finance pilot work for select district tax offices (DISPENDAs) to enable effective links between property valuation and taxation; (iii) review property valuation infrastructure  and the state of access to land and domestic resource mobilization in Indonesia; (iv) support the development of an investment plan for a nationwide mass property valuation system for  possible World Bank Group or national budget financing;  (v) review ATR/BPN’s land valuation service models and standards that support infrastructure investment planning, Public – Private Partnerships (PPP) land acquisition and land value capture (LVC) simulations; and (vi) share knowledge and build capacity to maintain land and property valuation infrastructure and services at par with international standards and practice.
