GLOBAL: USPs - Case Studies Deepening the review

After a set of knowledge policy guidelines pieces was produced by PPIAF on Unsolicited Proposals or "USPs" (2015 Activity "Development of a Model Policy for Unsolicited Proposals and Tools for its Operationalization and Institutionalization" - closed in 2018), and an online course was created on the basis of those guidelines (with the Korea Development Institute), the present activity aims at continuing raising awareness about the challenges and pitfalls of USPs and deepening their understanding by public authorities, to improve the way USPs are being used and implemented and to identify ways to promote competition within USPs.
While the existing piece of knowledge gives relevant normative guidance, there is a need to assess both quantitatively and qualitatively the current practice of USPs and provide illustrative hands-on examples to practitioners, for them to improve the effectiveness of USPs. The activity aims at providing case studies to address this gap.
