GLOBAL: Practical Guide on the establishment and operation of investment funds designed to leverage private sector participation in infrastructure development
Strategic investment funds (SIFs) have gained global prominence over the past two decades as governments have increasingly co-opted the investment fund model to further policy objectives. However, many practitioners and policymakers considering SIF models lack the knowledge and experience to use them effectively. To fill this knowledge gap, PPIAF funded a practical guide that serves as a reference to help policymakers create or strengthen SIFs. This resource is especially useful today when governments are looking at the value of SIFs as a policy instrument in the aftermath of the COVID-19 pandemic. The guide can also help government officials recognize when SIFs are not the optimal policy solution, which allows them to avoid wasting public resources. In the future, PPIAF may finance additional technical assistance to disseminate the lessons learned from this study. Since publication, demand for this free report has been robust.
