Dominican Republic: Support to government for the introduction of road maintenance contracting models (CREMA) pilot program

The objective of the activity is to develop a new approach for national road asset management through the use of performance-based contracts for Rehabilitation and Maintenance (CREMA), a contractual approach in which payments to the contractor are linked to compliance with predetermined performance levels and metrics of quality of the road. The activity will identify from the corpus of regulation, local capacity and level of readiness the different contracting typology, from using traditional public procurement regulation to PPP regulation, to the PPP regulation for longer term CREMA (said CREMA 2.0) where the financing of the rehabilitation works is done by the contractor.
