COLOMBIA: Support in the design of the Mission for Energy Matrix Transition and Modernization of the Electric Power Sector in Colombia

The objective of this intervention was to support the Government of Colombia (GoC) in developing a comprehensive action plan to modernize the power sector’s institutional and regulatory framework that will attract the necessary private investment to increase competitiveness, reliability, and innovation in the sector. This support will summarize the necessary reforms to be carried out and will set down the basis on which a new policy will be built.

Specific objectives and deliverables of the proposed intervention were:

  • to contribute to the production of a “White paper” in the area of competitiveness and market design in the power sector,
  • to produce a “white paper” in the area of “regulation and institutional reform” for the power sector,
  • to provide complementary expertise for quality and consistency control among five “White Papers”,
  • to support the organization of workshops, seminars, and dissemination activities for the GoC’s “Mission”.

The work was carried out with the buy-in of many stakeholders, including external peer reviewers of high caliber, and resulted in the publication to the general public. The reform recommendations are now ready for the MINEM to move forward with.
