COLOMBIA: Review of Institutional, Policy and Regulatory Framework to Support Private Sector Participation in Clean Energy

The support will complement the work developed under the National Planning Department (DNP) to review the overall performance of the wholesale electricity market in Colombia. This assignment will consist of several studies focusing on: i) how the new structural changes (institutional, policy, regulatory) proposed by international consultants affect the emergence of clean energy solutions including renewable energy and energy efficiency across the value chain, ii) what policy and regulatory solutions should be considered to attract private sector participation in clean energy (e.g.; renewables portfolio standard, technology specific auctions, standard offers, etc.); and will also support the GoC (Financiera de Desarrollo Nacional, FDN) in iii) the development of pipeline of private sector led clean energy projects.
