COLOMBIA: Institutional, Governance and Regulatory Reform of Colombia’s Transport Sector in Support of Multimodal Transport & Logistics
PPIAF supported the Ministry of Transport (MoT) of Colombia with a series of measures to strengthen institutional capacity to have an improved transport sector in terms of reliability, efficiency, sustainability, and resilience to better serve the Colombian economy’s competitiveness. The activity provided recommendations and technical studies, per guidelines of the Administrative Department of Public Function (DAFP, for its acronyms in Spanish), that will serve as input to a Decree to be imminently produced by the MoT in adopting a new institutional setup. Strategic aspects were covered in this new institutional setup of the MoT, such as enhanced planning tasks, improved coordination with the territories, strengthened regulatory aspects, the direction of urban transport becomes more important, focused on reducing procedures and performing more operational tasks. Also, the activity supported an assessment of previous diagnostics and benchmarking study that included a gap analysis and a detailed set of recommendations for the governance and institutional setup of Colombia’s Transport Sector.
