CENTRAL AFRICAN REPUBLIC: ENERCA: From Recovery to Sustainable Strategy
Energie Centrafricaine (ENERCA) is the sole power utility in the Central African Republic. This PPIAF's technical assistance aims to identify the actions needed for ENERCA to achieve its recovery and development objectives and to attract private sector participation to management in both the short and the long terms. The team delivered a comprehensive diagnostic of ENERCA’s financial, operational, and organizational performance, including an assessment of the current governance structure. The diagnostic allowed to define the set of performance indicators to be included in the Performance Contract between ENERCA and the government. The team has also developed short to medium term financial and business action plans. The developed long-term strategy will enable ENERCA to secure financing from private commercial sources and non-sovereign loans from the development partners’ community.
