CAMEROON: Support to the PPP Program

This PPIAF technical assistance was requested to support the government of Cameroon’s effort (through CARPA, the PPP unit) to build a more conducive PPP framework in Cameroon. This technical assistance conducted a detailed review of the institutional and legal framework for PPPs in Cameroon in the transport and energy sectors. It also provided a series of recommendations for the draft PPP law and regulations. Business cases of the priority projects prepared as part of the technical assistance, including Contournement de la ville de Douala avec 3e pont sur le Wouri; Autoroute Douala-Limbe; and Aménagement des terres agricoles en plaine centrale. A Series of guidelines & manuals was also developed. In addition to the general training on PPP, a series of training have been organized, including: 

  • Training on preparation and procurement of PPPs
  • PPP certification program (foundation, preparation, and execution)
  • PFRAM: the fiscal risk management model and assistance to the implementation
  • Financial modeling of PPPs

The program has achieved a satisfactory outcome in enhancing the capacity of CARPA and other public stakeholders to continue with the development of the PPP program. Many officials have been accredited as PPP experts. Through a modernized PPP legal and institutional framework and enhanced capacity of PPP institutions, particularly CARPA, to identify and prepare PPP projects, the government in Cameroon will be better positioned to attract private sector participation in infrastructure development.
