BURKINA FASO: Burkina PPP support - Phase 2: Improving the capacity of the Government’s institutions to implement infrastructure PPPs

In 2018, PPIAF funded a diagnostic of the PPP enabling environment to identify gaps that impede the development of its PPP program, assisted in prioritizing projects and developing a project pipeline, and supported the development of two business cases as pilot PPP projects. Once completed, a working group was set up in 2019 by the Ministry of Economy, Finance, and Development to work on the preparation of a new framework to implement PPPs in Burkina Faso with the guidance of the Prime Minister. In this context, this second phase of PPIAF support was provided to the government with input and comments in a series of documents, including a PPP law and communications strategy with articulated action plans based on international best practices.

Through this activity, an online PPP Toolkit—which includes tools and methodologies (a replica of the Senegal PPP toolkit)—was also developed as part of the technical assistance to assist and facilitate the government (PPP unit, line ministries, local government) and other relevant stakeholders to develop and implement PPP projects, covering all key stages of the PPP project cycle. The PPP web portal is now available and can be used as an effective tool to promote infrastructure development and investment in the country. A series of training were also provided to relevant government officials involved in the development and implementation of the PPP program.
