AFRICA: Leveraging the existing regional energy infrastructure to improve internet connectivity in Mali, Mauritania and Senegal through private sector participation (Phase II)

The Organization of the States of Senegal River (OMVS) created the the Manantali Energy Management Company (SOGEM) with the mission of carrying out the Manantali Energy Project, operated privately. PPIAF worked with SOGEM to design and implement an innovative PPP model with a private wholesale operator (selected through international open competitive bidding) under a concession contract (“PPP Concession opérateur de gros”) to sell excess capacity of the SOGEM fibre optic network and improve regional integration through enhanced connectivity between Mali, Mauritania and Senegal.
 
The implementation of the assistance followed a three-phase approach. The team drafted the international tender document, including a PPP model for the resale of excess capacity on the fibre optic network. It provided advice to the OMVS as to effectively implementation of the pilot PPP for the resale of excess capacity on the fibre optic network. In addition, it conducted capacity building of the OMVS officials, including training and knowledge transfer to SOGEM teams.
