Developing the appropriate governance framework for managing urban public transport services in the 5 target cities and their metropolitan regions through a programmatic which allows them to build the appropriate institutions and policy and help them to facilitate capacity development and knowledge sharing to enable more sophisticated and appropriate use of PPP instruments.
