AFRICA: Developing a Regulatory Framework for Pay-as-you-Go Off-Grid Solar: Part 1 Toolkit Development

Through building a toolkit on preliminary knowledge in government policy and regulatory framework for the PAYG sector in Kenya, Uganda, Madagascar, Togo, and Ethiopia, this activity is giving us insight and background for future engagements through field testing in phase II.

This toolkit would include a diagnostic matrix, best practices, and case studies. The tool would address government interests and concerns while also incorporating the perspective of the private sector and other complementary sectors outlined above, ultimately helping governments avoid measures that could distort or undermine market growth.
