Ludovic Delplanque

Ludovic, a French and Australian national, joined PPIAF in October 2016. Based in Singapore within the offices of the World Bank Infrastructure and Urban Development Hub, Ludovic is PPIAF’s Senior Infrastructure Specialist for the energy sector, and Regional Program Leader for Asia and the Pacific. Ludovic has over 20 years of work experience in PPP transactions and institutional advisory, and a multi-faceted background in managing stakeholders and structuring and financing power projects, of which the model case Nam Theun 2 hydroelectric project in Laos is a particular highlight. In recent years, Ludovic has independently advised numerous governments in South and East Asia and East Africa on their respective PPP programs and projects. Ludovic holds a Master of Science in engineering and international development from agro-engineering school ISTOM, and a post graduate degree in marketing and finance from ESSEC business school, France.
