Armenia Financial Strengthening of Operating Water Concessions

The Republic of Armenia’s water and sanitation services (WSS) sector has seen impressive improvements over the last decade.1 The Government of Armenia (GoA) has restructured, reformed and invested in the sector in ways that have improved access, continuity and quality of water and sanitation services.

WSS tariffs are some of the lowest in the region. In 2012, the average monthly household per capita expenditure on water for the poorest quintile was 2.3 percent of total household per capita consumption expenditures. This figure is far below the commonly-used thresholds for affordability in the region.
