Eberhard’s study of regulatory trends in developing countries spans approximately 15 years and was produced for the African Forum of Utilities Regulators’ 3rd Annual Conference in March 2006. Challenges explored include weak regulatory commitment, institutional fragility, lack of transparency, and problems with capacity and ability. Options proposed include independent regulation, regulatory contracts, regulatory outsourcing, and input from expert panels.
