VIETNAM: Roadmap for Natural Gas Market Development

The activity supported the preparation of a roadmap for the gradual liberalization of Vietnam’s gas sector. The roadmap comprised a sequenced set of reform measures aimed at creating a level playing field for new market entrants and giving appropriate economic signals and incentives to gas producers, transporters and consumers. The reform measures focused on: i) the legal and regulatory framework governing the gas sector, ii) the institutional structure for governance of the sector, and iii) gas contracting arrangement and pricing mechanisms. Two stakeholder workshops were conducted during the course of the project.
