TURKEY: City Creditworthiness Initiative Technical Assistance for 5 Municipalities in Turkey

This activity supported selected municipalities in Turkey to pilot improved own-source revenue management, to build capacity for climate-smart capital investment planning, and to scope out and support alternative financing mechanisms for municipal infrastructure projects. Four municipalities were supported with a financial assessment and three - with a debt management strategy. The activity also enabled Eskisehir to start on the implementation of its climate investment plan. As to the pipeline assessment component, municipalities benefited from assessment including cost benefit analysis of more than 10 project concepts. Considering that there has not been a process of assessing project feasibility prior to this activity, the team provided guidelines and supported three municipalities with a hands-on training on how to carry out a feasibility study. This lead to the development of a “community of practice”, where four municipalities which received tailored support share their expertise with others.
