TOGO: PPP Program Support

In response to a request from the Ministry of Finances of Togo, PPIAF supported the development of an enabling environment for PPPs and strengthening of key Government officials’ capacity to identify and implement PPPs. This work examined in details key policy, legal, and institutional constraints constraining the further development of PPPs in Togo. It also examined a pipeline of potential first-mover PPP projects. Upon review of the PPP Diagnostic Analysis, a study tour was organized to France (FIN INFRA) and Cote D’Ivoire (CN-PPP) to learn from other PPP units on roles and responsibilities of such entities.

First activity approved under the UEMOA program, the study took into account the UEMOA PPP Directive (currently under development). The transposition of this future directive into Togolese law will, if necessary, be an opportunity for the Togolese authorities to incorporate the recommendations of this study, subject to their actual compatibility with the final provisions of the Directive once enacted.
