RWANDA: Strengthening Public Private Partnerships Within the Urban Sanitation Service Delivery Chain

A recent Advisory Services and Analytics (ASA) project was implemented to complement the Rwanda Urban Development Project (P150844) which has the objective of upgrading unplanned settlements in Kigali plus six secondary cities. The ASA focused on the urban sanitation challenges in Kigali unplanned settlements and has influenced the City of Kigali to prepare a new ordinance prohibiting the digging of new pit latrines in the city. This ordinance is expected to stimulate the provision of pit emptying services (conducted mostly by small-scale private sector enterprises) and safe disposal of fecal sludge.
