PPIAF-IFC Cities Partnership for Bogota City

The lack of preparation of the public sector is aggravated by the fact that between January 2016 and March 2018, the Municipality of Bogota initiated 12 PPP projects and received 93 unsolicited proposals (USPs). This is the first time in Colombia that a municipal entity oversees so many USPs, for potential projects that would not benefit from national level guarantees or funding support. Strong capacity building is needed.

Given these challenges faced by municipal governments in Bogota, PPIAF will collaborate with IFC Cities to increase awareness of local officials on the usefulness of PPPs. And this activity is threefold:

  • Component 1: Capacity building to the numerous public entities in charge of analyzing and managing PPP projects at the sub-national level for Bogota. 
  • Component 2: Capacity building to the Bogota municipality decision makers (equivalent to a Parliament to the city). 
  • Component 3: Capacity building to the controlling (auditing) entity for PPPs at the municipality level. The agenda will consist of the same items as for Component 2 and a focus on PPP performance-based revenues. This clarification will be key as the controlling entities, that often do not know how PPP contracts work, can end up issuing recommendations that are counter-productive and contradictory to how a PPP contract should work.
