PHILIPPINES: Building Institutional Support for PPPs in Urban Railway Sector

The activity supported the development and operationalization of the Light Rail Transport project (LRT1) through PPP. It has guided and assisted the Light Rail Transport Authority (LRTA) in its new role as a regulator through the development of a monitoring manual including KPI to regulate the PPP concession for LRT1. Alongside the activity, a competitive tender was organized by the Government and a consortium of suitable parties - the Light Rail Manila Corporation (LRMC) - won the concession for the LRT1 operation and maintenance. It immediately initiated works under LRTA monitoring, thus substantially improving services to the users.
