GUINEA-BISSAU: Strategic Engagement for Infrastructure PPP in Guinea Bissau: Pillar II- Pipeline Development and capacity building

In March 2015, the new Government of Guinea Bissau (GoGB) presented its strategic plans at a well-attended roundtable of international partners in Brussels, laying out a framework for political stability and economic recovery. The GoGB flagged the country’s daunting infrastructure investments needs and confirmed the importance of Public-Private Partnerships (PPPs) to advance specific projects and overall economic growth. As a response to the request made by the Minister of Economy and Finance to the World Bank and the IFC, the WB has developed the “Guinea Bissau support to PPP agenda” which was done with PPIAF support and aimed to help in the development of the PPP framework development and of a potential PPP transaction of the Port of Biss

This PPIAF supported project was structured in two pillars. The Pillar I: Institutional and Legal PPP Framework was previously concluded. For Pillar II: Targeted Assistance to Pipeline PPP projects Identification and Capacity building was finalized recently with some subtasks:

  • Assistance to the Port authority to take stock of the existing social situation at the port of Bissau in view of a possible PPP transaction
  • Review of existing projects pipeline and prefeasibility studies for 2 priorities identified
  • Capacity building and dissemination
  • Launch of the PPP program workshops
