GLOBAL: Estimating the cost of capital for private operators of infrastructure PPPs in developing countries

Produce a guideline note for the estimation of the cost of capital for private operators in developed countries and some illustrations of the utility of the methodology along with a companion Excel model. This study will provide a detailed guidance document for policymakers, practitioners, and World Bank staff involved in quantitative financial analysis relating to investment appraisals, procurements and/or the design of regulatory policies relating to project finance transactions.
