DJIBOUTI: PPP Program Support

Thus far, most of infrastructure projects in Djibouti are being implemented as traditional public procurements and the Government of Djibouti has expressed interest in exploring PPP options for some of the projects in its pipeline. The success of PPPs in Djibouti depends on the existence of a strategic, institutional and legal framework that can be developed in parallel to the project screening and development.

In 2016, PPIAF provided support to the Government of Djibouti to develop a robust PPP framework in order to enable the delivery of sustainable and resilient infrastructures as a support to sustainable economic growth and equitable access to basic services. The technical assistance helped review the current legal and institutional framework and develop a PPP strategy based upon international best practices and development priorities in Djibouti. Detailed assessment and recommendations were made on the establishment and operationalization of the institutional framework. In addition, potential infrastructure PPP projects were screened and two viable projects, an urban transport project in Djibouti and a rural electrification project, were further analyzed to identify most viable PPP models.

PPIAF assistance was provided in partnership with Agence Française de Développement (AFD) and Expertise France (EF) who supported the drafting of the PPP Law and its implementing decrees.
