DEMOCRATIC REPUBLIC OF CONGO: Project Pipeline Screening and Initial Feasibility Assessment of Potential Infrastructure PPPs

In 2012 PPIAF provided technical to support the Government of DRC with the preliminary assessment of potential infrastructure projects that would be suitable for PPP investment in the three provinces covered by the Bank’s Growth Pole project (Bas-Congo, Kinshasa, and Bandundu) focusing on improving access to transport energy (micro-dams and electric generators /transformers and/or renewable energy) and water sectors. A list of 14 priority projects was identified including the national road Matadi-Boma-Moanda- Tshela, National road Kinsasha-Kikwi, ports of Kinsasha, Matadi, Boma and Banana. The support also identified institutional and legal barriers that are preventing the PPP program in DRC from moving forward. A workshop was held to present and discusss the conclusions of the report. An action plan with three components has been proposed during the workshop including reviewing the legal and institutional framework, strengthening capacities of the PPP unit and other stakeholders and implementing PPP transactions.
