AFGHANISTAN: Supporting the Development of a PPP Program

PPIAF enabled the Government of Afghanistan (GoIRA) to establish legal and institutional frameworks for PPPs in Afghanistan, to develop a pipeline of potential first-mover PPP projects, and to build capacity for different stages of the PPP project cycle. The PPP Regulations drafted by the task team were converted into a PPP Law and enacted by the Presidential Decree in September 2016. Line ministries proceeded to follow the law for the identification and development of projects. In 2018, in line with the IMF benchmark, the PPP Law was reviewed and revised. The revised version was enacted by Presidential Decree in September 2018, including changes to the institutional framework for PPP implementation. The new law is currently undergoing a review by the Parliament. The Central Partnerships Authority (CPA), which acts as a PPP Unit within the Ministry of Finance, has since developed a pipeline of projects suitable to be procured as PPPs. The pipeline is dynamic: the projects are prioritized based on evolving GoIRA development goals and the National Infrastructure Plan 2016.
